Trade Adjustment Assistance Program

The In-Home Learning Program enhances outcomes for Trade affected workers by providing easy access to ESL, ABE, GED, soft skill, basic computer literacy and other resources while workers pursue more intensive classroom-based training.

For TAA, Business Access works with local providers to integrate online options that support the work being done in class (such as workplace vocabulary). The computers and Internet installed in the homes help workers participate in and complete college-level and more intensive courses without the need for further time spent away from home, childcare costs and transportation issues. The program is available in English and Spanish.

Program features include:

  • Assessments on education levels, career interest, career outlook, learning styles, skill self-assessments and more.
  • Labor market information including occupational outlook, what it takes to enter a career, wage expectations and many more tools from U.S. DOL’s Career Info Net.
  • Online support for coping with job loss, managing personal finances in times of crisis, and preparing for new careers is available through weekly support groups, articles and activities, peer support, online courseware and links.
  • Job search preparation including resume builder, interview techniques information, “ask the expert,” virtual career coaching and more.
  • Curricula designed to support local labor demand, local college offerings and local training provider programs.
  • Hire Access provides Employers with a way to search for participants that are enrolled in specific training courses or by skill sets or past employment.
  • Hundreds of links to job search resources including local papers and national recruiting resources.
  • Government benefit locator that provides contact information for state and federal programs that the participant may be eligible for based on their responses to an extensive survey.

Texas
Texas state agencies, non-profit entities, cities, counties, school districts and universities can purchase this program through purchase order utilizing the Department of Information Resources contract #DIR-SDD-532.  According to Texas Government Code, Section 791.025, DIR has met the competitive bid requirements, eliminating the need to customers to customers to follow this process.  Purchase made under these contracts also qualify under E-Rate.
