Out of School Youth Incentive-Based Program

The new In-Home Learning program for youth utilizes individualized service plans, incremental goals with related incentives, group dynamics for peer and mentor support, recognition of achievement and effort and an online vehicle for employers to recruit participants. The computer is earned when job or GED is obtained – not just completion of training. The program is available in English and Spanish.

Program features include:

  • Multi-part classroom orientation that includes development of service plan, basic education assessment and career aptitude test.
  • Students earn installation of computer and Internet in their homes after completion of classroom portion.
  • Student goals are broken down into smaller increments with related incentives and status designations for completion.
  • Online participation is led by group leaders who provide virtual career counseling, lead group activities and provide group recognition.
  • Students earn ownership of computer for completion of goal (obtainment of GED or job) as verified by workforce board.
  • Students receive a bonus incentive (computer upgrade) for verification of retention by workforce board.
  • Employers host chats, answer “ask the expert” questions and recruit participants through Hire Access – website access to search for candidates by the type of training they are taking.
  • Mailers and brochures for employers directing them to Hire Access (no training required) and the local workforce board business services division.

Texas
Texas state agencies, non-profit entities, cities, counties, school districts and universities can purchase this program through purchase order utilizing the Department of Information Resources contract #DIR-SDD-532.  According to Texas Government Code, Section 791.025, DIR has met the competitive bid requirements, eliminating the need to customers to customers to follow this process.  Purchase made under these contracts also qualify under E-Rate.
