OFA released a Program Instruction on the Final TANF Rule which includes two specific references to distance learning.
Question # 2 asks if States can implement clarifications on the Interim Rule prior to October 1st. OFA answers yes, and includes distance learning as an example of something that was not prohibited by the Interim Rule but was clarified as countable in the Preamble of the Final Rule. Whether a State needs to amend its Work Verification Plan depends on whether and how the State described a particular provision in its approved WVP. States can modify their WVPs to October 1st to adopt the clarifications.
